Burbank City Manager, Mark Scott, has the town buzzing again. Actually the dust of confusion and shock has not really settled from   Scott’s abrupt resignation last month, uh, he changed it to retirement, no wait, it’s now apparently back to resignation! Last Monday, the San Bernardino Sun reported Scott would be the “city’s interim manager beginning Feb. 8.” The news of Scott’s selection by the San Bernardino City Council was first disclosed publicly in Burbank by a commenter on the Semichorus blog and... City Buzz — Mark Scott, emails, and the city council

Outgoing City Manager, Mark Scott, has B-town buzzing for a number of reasons. First of course, his ultimatum to city council members to approve a reclassification/promotion for an employee under the threat that he would resign if they refused to capitulate. Three council members faced down that threat and voted against the change. At that infamous November 16 city council meeting Mayor Bob Frutos, gave the city manager the opportunity to withdraw his threat or change his position. Scott refused the offer. Burbank city manager’s retirement email to city council

There are some indisputable truths in the City Hall drama between the Burbank City Council and City Manager, Mark Scott. The city council hired Scott. They are his bosses. They’ve stood up for Scott from the very beginning. In the face of angry public criticism over Scott’s huge salary and benefit package of around $300,000, each council member publicly declared their support for the new city manager back in the summer of 2013. All five staked their reputations on Scott. The council members at the time,... Read More →

City Buzz: Burbank city manager threatens to resign

Last night’s city council meeting produced a bombshell and it had nothing to do with the council’s approval or so-called endorsement of the controversial Bob Hope Airport Replacement Terminal Conceptual Term Sheet. The Burbank Airport Authority overwhelmingly gave this framework for an airport replacement terminal agreement a thumbs up two weeks ago. At the council meeting Monday night, Mayor Bob Frutos provided some exceedingly, long-winded explanations of the document. In the past, many council members claimed they had not made up their minds about it.... Read More →

Body cameras, mug shots, and the Burbank PD

Burbank Police Chief Scott LaChasse and his staff made a major push for body camera equipment for 160 officers before the Burbank City Council last month. The pricey proposal, more than a million dollars, lacked the details that most council members felt were necessary, so the motion to move it forward failed. However in light of the developments nationwide about the positive impacts of bodycam video, the council will have to revisit the subject sooner than later. Body camera video can be game changer Meanwhile, former University of Cincinnati police... Read More →

City Buzz: Burbank Water and Power letter snafu

Burbank Water and Power is under fire for a warning letter it sent out to thousands of users — a letter threatening further action including fines if water wasting habits are not corrected.  Mayor Bob Frutos and Vice-Mayor Jess Talamantes are among the recipients. However in a major screw-up, some residents who are complying with the city ordinance to save water got that letter, too. Many have bombarded BWP and city officials with emails and phone calls. “The number of calls completely overwhelmed BWP for a couple of... Read More →

Burbank City Manager Mark Scott is supposed have his finger on the pulse of the city and know how local government operates.
